Not the first, you just uploaded it under the wrong city name. If you upload spots, you see every single Canadian and US city has a state tag. For some reason, you didn't click the correct city but entered a new city.
Upload it under Ottawa (ON) next time, unless there's a city called Ottawa somewhere else in Canada.
